Minutes of Leven parish council meeting held on Tuesday, 5 March 2019 at 7.15pm in the sports hall.

18-19/120 Declaration of interest both pecuniary and non-pecuniary: None
18-19/121 Minutes of the last meeting: S Mathison proposed, K Macklin seconded, and all were in favour of them being signed as a true record. Mrs Ellerington-Jennings abstained as she was not present at the February meeting.
18-19/122 Clerk’s report:
Winter gritting: East Riding Group had been in contact with Mrs Ablett regarding quoting for a winter gritting service. The clerk provided the company with information as to where we would want the gritting to take place but unfortunately, they would not be able to provide the service that the parish council would require.

18/03118 – Yarrows, Leven
|
18-19/124 Leven village panel membership – Routh Wind Farm Community Fund: This item had been discussed at the February meeting. The clerk had been contacted by Mr Christopher Ablett who was happy to have his name put forward to be a representative for Leven village. S Mathison proposed, M Hilton seconded, and all were in favour of Mr Ablett representing the village for the next term of office commencing at the end of May 2019.
18-19/125 Planning applications
18/03666/CM – Yarrows Aggregates Ltd - Erection of a building for use as concrete batching plant and maintenance workshop (retrospective) at Yarrows Aggregates Limited, Little Catwick Quarry, Leven Bypass, White Cross to Leven Roundabout, Leven - Strongly object to the application and ask that it be called in and taken to the planning committee. This is a second planning application that we are having to consider that is retrospective. It is an overdevelopment of the site with temporary access.
18-19/126 Planning decisions:
18/03118/CM – Yarrows Aggregates Ltd - Erection of two-storey office building, 2 weighbridges and alterations to access at Yarrows Aggregates Limited, Little Catwick Quarry, Leven Bypass, White Cross to Leven Roundabout Leven – Deferred from December 2018 meeting Approved
18/03689/PLF – Mr Wilkinson – Erection of 2 dwellings following removal of existing garage at land north of 10 Goosenook Lane, Leven Refused
18-19/127 Treasurer’s report:
Mrs S L Woolfitt £375.98 March salary and expenses
Mr A E Dawson £170.71 March salary
S Nicholson proposed, M Gillyon-Powell seconded, and all were in favour of the above payments being paid.
18-19/128 Financial matters: None
18-19/129 Representatives reports:
Leven Scouts: M Gillyon-Powell advised that the Scouts were wanting to put in place around the village an orienteering course and had suggested that they apply to the Routh Wind Farm Community Fund for a grant to pay for the markers.
Leven and Brandesburton Horticultural Society: A coach trip is taking place to Harlow Carrs on 4 May and the cost of the transport and entrance to the gardens is £12.00. Contact D Gillyon-Powell or
M Gillyon-Powell for tickets.
Leven playing fields: The MUGA has now been completed and bookings are now being taken to use the facility. Facilities include 5 a-side and 7 – a side football, netball and tennis.
Leven Sports hall: M Hilton advised that the carpark is to be re-tarmac’d and the toilets are to be replaced.
18-19/130 General purpose matters:
Planters: It has been agreed that the new planters will be sited at the top of East Street, Balk Close and the top of The Orchard.
Footpath Whitecross to Leven: The clerk is to contact highways to ask if work can be carried out to the footpath. The path is in a dangerous state and requires to be re-surfaced. Hornsea and Seaton have recently had work carried out to their footpaths.
