Minutes of Leven parish council meeting held on Tuesday, 2 April 2019 at 7.15pm in the sports hall.

18-19/133 Declaration of interest both pecuniary and non-pecuniary: None
18-19/134 Minutes of the last meeting: S Mathison proposed, K Macklin seconded, and all were in favour of the minutes being signed as a true record.
18-19/135 Clerk’s report:
Planters: The clerk has written to Iain Sugden, ERYC to ask if a planter can be sited at the top of Linley Close. A couple of residents would like to look after it on behalf of the parish council. All supported the idea.
Footpath – Whitecross: The clerk has had a response from ERYC regarding the request made for work to be carried out to the footpath. This was put on the list as capital budget expenditure by ERYC in October 2017. The email has been forwarded to the officer in charge of the decision making regarding the budget to ascertain where it is on the list of works yet to be completed.

Correspondence from Mrs Low regarding the bus stop/shelter was discussed by the councillors.
Mrs Ablett declared an interest as land owner and did not take part in any of the discussions. The clerk will write to Mrs Low to advise of the outcome.
18-19/137 Planning applications:
19/00170/PLF – Mr R Southwell – Conversion of existing garage to dwelling (retrospective) at The Redwoods, High Stile, Leven - Leven parish council strongly objects to the application. This should go to enforcement and action should be taken. Leven parish council are disappointed to see this as a retrospective application as the applicant would be fully aware that planning permission would have to be applied for.
19/00677/PLF – Mr & Mrs Forbes - Alterations and extensions including erection of single storey extension to side following demolition of detached garage to rear, extension of existing dormer to front and rear, erection of a 1.8m high (post height 1.9m) reducing to 1.2m high (post height 1.3m) timber fence to side and application of render to external walls at 1 Balk Close Leven:
Leven parish council objects to the application on the grounds of:
Objections to the rendering of the property. This is totally out of keeping with surrounding properties. This is a semi-detached property and the rendering would be alien to the next-door property. The roller shutter door is out of keeping with other properties. Objections to the proximity of the extension to the front boundary.
18/04103/PLF – Miss Tracy Fletcher – Erection of 2.4m high fence to north and east boundary and a 2.1m high fence adjoining garage and 2.1m high fence and gate adjoining dwelling (retrospective application) (amended plans and description) at 8 The Bryants, Leven:
Leven parish council strongly objects to the application. There has been total disregard to the neighbouring properties. It is out of character having such a high fence and if it was allowed it would set a precedent to other properties.

S Nicholson proposed, M Gillyon-Powell seconded, and all were in favour of the above payments being made.
Due to it being the end of the financial tax year payslips had not been received in time to present to the parish council for payment. S Nicholson proposed, M Gillyon-Powell seconded, and all were in favour of the cheques being signed once the payslips had been received.
18-19/140 Financial matters - Donation to HART
A letter had been received from HART asking if the parish council would consider donating towards HART transport. The service provided by HART includes transport for hospital appointments, dental appointments, weekly shopping trips and is well used by residents in the village. S Mathison proposed, S Nicholson seconded, and all were in favour of donating £400.
18-19/141 Representatives reports
Police: Youths have trampled on and picked the daffodils growing on East Street and High Stile.
Leven Playingfields Association: The annual auction has taken place raising £2600. A grant has been received to refurbish the toilets.
18-19/142 General purpose matters
Canal Path: A tree has come down over the footpath. The clerk is to email Andrew Chudley, ERYC.
18-19/143 Date of next meeting
Annual parish meeting: Tuesday, 30 April 2019 at 7:15pm at Leven sports hall.
The next parish council meeting will take place on Thursday, 9 May 2019 at 7:15pm at Leven sports hall. Due to the local parish council elections taking place on 2nd May 2019 the parish council meeting has been put back to the above date.
