Minutes of Leven parish council meeting held on Tuesday, 9 January 2018 at 7.15pm in the school.

17-18/109 Minutes of the last meeting: S Nicholson proposed, S Mathison seconded and all were in favour of them being signed as a true record.
17-18/110 Clerk’s report: None
ERYC matters – Councillor Pollard: Mrs Ellerington-Jennings mentioned that the bridge across the dyke that is part of the public right of way between Heigholme Lane, Leven and Brandesburton has not yet been replaced. This has been missing since late summer of 2017. Mrs Ellerington-Jennings has been having discussions with Patrick Wharam, ERYC but nothing has been resolved. J Bird advised that a new bridge has been made but that it cannot be put back for a while due to the conditions of the land. Signs have been erected at both ends of the footpath although they could do to be larger in size. Councillor Pollard will speak to ERYC on behalf of the parish council.
Councillor Pollard left the meeting at 7.25pm.

S Nicholson proposed, J Bird seconded an all were in favour of the above payments being made.
17-18/115 Financial matters:
Setting of the precept 2018/2019: The finance committee had met prior to the parish council meeting and brought their recommendations to the table. It was proposed that the precept would be raised from £16240 to £16500 to cover any additional costs for winter maintenance of the roads. Many compliments had been received regarding the gritting of the roads around the village and the parish council would like to keep this service operating. S Nicholson proposed, J Bird seconded, and all were in favour of the above.
Venue charges: The clerk had received correspondence from ERYC advising that they were not going to be after 1st April 2018 providing the school hall for parish council meetings free of charge. They would be charging £15 per hour for 2018/2019 and then this figure would be reviewed after that. The clerk had sourced other venues and put to the councillors that they could have the bowls room at the sports hall for £8 per hour. S Mathison proposed, J Bird seconded, and all were in favour of holding the meetings in the bowls room for 2018/19 and this would then be reviewed after 12 months. K Macklin and M Hilton declared a non-pecuniary interest in this matter and did not take part in the discussions. The clerk is to write to the school thanking them for allowing the parish council to hold their meeting there and to thank Peter Johnson the caretaker for all his assistance over the years.

17-18/117 General purpose matters:
Bollards: The clerk is to write to highways advising that bollards have appeared in the road at the top of The Orchard and ask if they put them there for a reason.
East Street, Leven crossroads build out and restrictions: The clerk is to contact Steven Murray, ERYC to ask for a progress report on the construction work to be carried out to improve road safety.
