Minutes October 2018

Minutes of Leven parish council meeting held on Tuesday, 2 October 2018 at 7.15pm in the Sports Hall.

 

Present: Mrs. Ablett (Chair), D Gillyon-Powell, R Southwell, S Mathison, S Nicholson,

M Hilton, M Gillyon-Powell, R Gibson, Emma Bird (resident), Kevin Beaumont (Prospective election candidate)

 

18-19/56     Apologies: K Macklin, J Bird, Mrs. Ellerington-Jennings

 

18-19/57     Declaration of interest both pecuniary and non-pecuniary: R Southwell declared an interest in planning application 18/01378/PLF and would not be taking part in any discussions.

 

18-19/58     Minutes of the last meeting: S Mathison proposed, D Gillyon-Powell seconded, and all were in favour of them being signed as a true record.

 

18-19/59     Clerk’s report:

 

Bench – Canal Bank: R Southwell to meet with Mr. Draper who has been in contact with the clerk.

 

Drains – West Street: The drains have now been cleared of vegetation and concrete but now require a new gully cover. This has been reported to ERYC.

 

Advertising in laybys: The clerk had spoken to streetscene (enforcement) to obtain clarification with regards to the parking up of vehicles in laybys with advertising attached to find out if this is legal. The clerk is to ask for this information in writing.

18-19/61     Planning applications

 

18/02364/CM – Yarrows Aggregates Limited - Erection of extensions to existing bagging plant and siting of a steel container at Yarrows Aggregates Limited, Little Catwick Quarry, Leven Bypass White to Leven Roundabout, Leven - The parish council supports the application in principal however this site has a temporary access until 2024.

 

18/01378/PLF – Mr Richard Southwell - Erection of stables, construction of maneges, fencing, gates and 8no. floodlights attached to 6no. 5m high poles following relocation of an existing livery business at Land South of The Redwoods, High Stile, Leven. R Southwell left the room before any discussion of the application took place.  The parish council supports the application in principle however the following comments were also submitted: There should be a time restriction on when the floodlights can be used, and we would ask that there is no lighting between 10:00pm – 7:00am. The concerns raised by the residents that had commented should be addressed by ERYC before a decision is made.

S Mathison proposed, M Gillyon-Powell seconded, and all were in favour of the above payments being made.

 

18-19/64     Financial matters:

 

 Donation request - donation towards the refreshments for the people involved in the tractor run – Mrs Yvonne Sykes.   The clerk had received an email from Mrs Sykes asking for a donation towards the tractor run but also mentioning fund raising for the defibrillator fund and ICU at Castle Hill Hospital. Discussions took place regarding donations and it was agreed that a donation cannot be made to an individual. S Mathison proposed, R Gibson seconded, and all were in favour of the clerk writing to Mrs Sykes suggesting that if the administrator of the defibrillator fund would like to send a letter in to the clerk asking for a donation towards the defibrillator fund then it will be placed on the agenda for November.

 

 Purchase of planters – A discussion was held regarding the purchase of planters to enhance the village next year. M Gillyon-Powell proposed, M Hilton seconded, and all were in favour of the clerk purchasing 3 octagonal planters from Amberol if a discount could be negotiated. These will be sited at the top of East Street and The Orchard.                                                          

                    

18-19/65     Representatives reports:

 

Leven sports hall: M Hilton reported that the craft fair is to take place in November 2018.

 

Leven Youth Club: R Southwell reported that the youth club are going to be hosting a Halloween party.

 

18-19/66     General purpose matters:

 

Road works – Routh: The clerk is to write to ERYC regarding the road works at Routh. The parish council have received complaints regarding the timing of the works being carried out and the length of time it is taking people to get to and from Beverley during the day. Both residents and businesses are being affected with some trades people turning around and avoiding coming into Leven. The concern is that once the work has finished at Routh, Yorkshire Water will be starting their work near to Whitecross. This is going to cause a further inconvenience to the residents and businesses.

 

18-19/67     Date of next meeting: Tuesday, 6 November 2018 at 7.15pm in the sports hall.

As there was no further business the meeting closed at 8.55pm
