Minutes October 2017

Minutes of Leven parish council meeting held on Tuesday, 3 October 2017 at 7.15pm in the school.

 

Present: Mrs Ablett (chair), M Gillyon-Powell, D Gillyon-Powell, S Nicholson, S Mathison.

17-18/66 -  Apologies:  Mrs Ellerington-Jennings, K Macklin, Cllr Birmingham

 

17-18/67 -  Declaration of interest both pecuniary and non-pecuniary: None

 

17-18/68 -  Minutes of the last meeting: M Hilton proposed, S Nicholson seconded and all were in favour of them being signed as a true record. D Gillyon-Powell signed them as

Mrs Ablett was absent from the previous meeting. M Gillyon-Powell abstained as he was absent from the previous meeting also.

17-18/71 - Planning applications:

 

17/03049/CM -  F D Bird & Sons - Erection of an Anaerobic Digestion (AD) Plant and associated works (Revised scheme of 16/03149/CM) Land North of Yarrows Aggregates

Limited Leven Bypass White Cross to Leven Roundabout Leven East Riding of Yorkshire HU17 5PS - The planning application was discussed and the parish council are strongly objecting to the application and will ask that it is called in and taken to the full planning committee. The intended landscape does not mitigate the visual impact on this site. There is a potential hazard by reducing the gas tanks below ground. The previous application was not adequately considered by the planning committee.

 

17/03085/PLF – Mr Pete Bowser – Erection of a detached garage at Northfield Lodge,

77 East Street, Leven – No objections to the application.

 

Mr Perry left the meeting at 8.00pm.

 

 

 

 

 

17-18/72 - Planning decisions:

 

17/01965/PLF – Mr Rob Tibbetts – Erection of detached garage at The Gate House, 81 West Street, Leven    Approved

 

17/02499/PLF – Mr & Mrs Couttie – Alterations and extensions including erection of single storey extension to rear, erection of dormers to front and rear, installation of balcony to roof light at rear at 86 West Street, Leven       Approved

 

17-18/73 - Treasurer’s report:

M Gillyon-Powell proposed, S Nicholson seconded and all were in favour of the above payments being made. The salary advices for Mrs Woolfitt and Mr Dawson had not been received before the meeting and M Gillyon-Powell proposed, S Nicholson seconded and all were in favour of the payments being made once received.

 

17-18/74 – Financial matters:

 

Litter bin – The Orchard: Sue Webb had contacted the clerk requesting a litter bin to be placed at the bottom of The Orchard on the amenity land. Children are playing and dropping litter and local residents are taking their dogs on the grass and either not picking up after them or leaving poo bags on the ground. The clerk had priced up for a new bin and it would cost £382.32 ex vat. It was decided that both M Gillyon-Powell and the clerk would monitor the area and bring back to the meeting in December 2017. The clerk is to contact the dog warden to ask if they will also walk around the area.

 

17-18/75 – Representatives reports:

 

Police: S Mathison reported that although it seems to be quiet in the village residents still need to be vigilant.

 

Youth Club: R Southwell reported that 35 children had attended the last meeting. It is still very well supported.

 

Sports Hall: M Hilton reported that they are still having problems with children/youths climbing on the roof.

 

17-18/76 – Christmas lights switch on:

 

The lights are to be switched on Sunday, 3 December 2017 at 5.00pm. The clerk is to contact the scouts and ask if they would like to serve the refreshments to raise funds for the scouts. The councillors will provide the tea, milk etc. The clerk is to contact the school to arrange a Christmas competition for the school children. The winner will get the opportunity to switch on the lights. 

 

17-18/77 – General purpose matters:

 

Grate missing: R Southwell reported a grate missing on Hornsea Road, Catwick. The clerk will report it to highways.

 

17-18/78 – Date of next meeting: Tuesday, 7 November 2017 at 7.15pm in the school.

 

As there was no further business the meeting closed at 8.45pm.
